Hong Kong is an international financial, trade and logistics hub and a rising international innovation and technology centre.

Thanks to the unwavering support of the country, Hong Kong enjoys unique advantages under the “one country, two systems” framework. They include the rule of law; a free, open and international business environment; stable and predictable policies; and a fair and efficient market. These strengths, together with the concerted efforts of the Government and the community, attract companies and investors from the Chinese Mainland, throughout the region and around the world. Indeed, Hong Kong consistently occupies high positions in a wide range of international rankings.

Despite the increasingly complex and competitive global environment, Hong Kong, as a small and fully open economy, continues to make full use of its strengths, aligning with national development strategies. In combining a “capable government” with an “efficient market,” Hong Kong promotes sustained and diversified economic development. The Government is committed to inclusive growth and to creating quality employment opportunities for members of the community.

Under the leadership of the Chief Executive, I oversee the work of the Financial Services and the Treasury Bureau, the Commerce and Economic Development Bureau, the Innovation, Technology and Industry Bureau, the Development Bureau, the Housing Bureau, the Transport and Logistics Bureau; as well as the Hong Kong Monetary Authority and the Securities and Futures Commission.

My colleagues and I are committed to strengthening Hong Kong’s internationally recognised business environment. We are working to enhance our traditional pillar industries, while supporting the development of new industries, opening up fresh markets and driving more diversified economic growth.

We are also committed to maintaining sound public finances, allocating resources prudently and providing public services that meet the needs of society.

Land and housing is an issue of great concern to the community. I coordinate the work of the relevant Government bureaux and departments in providing sufficient land resources and expanding transport infrastructure for our city. Our goal is to meet the needs of economic development, while also putting a central priority on housing and the overall well-being of the people of Hong Kong.
