Technological Innovation and Young Talent
The annual Hong Kong Book Fair opened last week, adding to the vibrancy around the Hong Kong Convention and Exhibition Centre in Wan Chai. A few days ago, I invited more than ten primary school students to join me there. One of my goals was to spark their interest in technological innovation. In line with a proposal in the Budget, the Book Fair introduced the "Hong Kong Tech Showcase" pop-up zone for the first time, allowing students to experience innovative products from local tech companies. Through interactive, enjoyable activities and games, we hope they have gained exposure to technological development and applications, which will pave the way for deeper learning in innovation and technology.

To encourage students to expand their knowledge of science and technology, I presented them with interesting books about physics, hoping to extend the inspiration they gained from the Book Fair and help the seeds of innovation take root in their hearts. At the Book Fair, we also saw the newly released traditional Chinese editions of three books by President Xi Jinping, namely "On Education", "Outline for Studying Xi Jinping Thought on Culture" and "Xi Jinping among the People: Moments in Focus". I highlighted President Xi's care for young people and his encouragement for them to study hard, realise their potential and contribute to the country in the future. President Xi once remarked, "The hope of the country lies in the youth, and the future of the nation depends on the youth."

Technological innovation and the cultivation of young talent are intimately connected, with education serving as the foundation that fosters a vibrant environment where talent can emerge, be fully utilised to their full potential, and thrive. In this era of rapid technological advancement, individuals must possess an acute sense, curiosity, the ability to quickly grasp new concepts, and a relentless drive for continuous learning and research. More importantly, they should have the courage to experiment, a spirit to innovate and the resilience to face failure without fear.
A few days ago, I had a discussion with a group of young people at Science Park, including representatives from startups. Some of these young entrepreneurs shared that Hong Kong’s investments in innovation and technology (I&T), support for startups, diverse and inclusive environment for attracting both local and international talent, and close ties to the Guangdong-Hong Kong-Macao Greater Bay Area market and production bases were the key reasons why they chose to pursue I&T in Hong Kong. This year, the internship programmes organised by the Hong Kong Science and Technology Parks Corporation received a record 5,000+ applications, with only 450 candidates selected. Notably, two-thirds of the interns were from universities ranked among the global top 50, including leading institutions in Europe and the US. Nearly 30% were international students. These reflect the international appeal of Hong Kong’s I&T ecosystem.

Hong Kong's advantages in attracting talent are remarkable. Since the end of 2022, around 500 000 applications have been received under various talent admission schemes, with 330 000 approved and around 220 000 talents having arrived in Hong Kong.
In addition, several large tech companies and startups have responded to a proposal in the Budget by bringing their cutting-edge expertise and resources into primary and secondary schools, thereby benefiting more students and teachers. This initiative not only enriches STEM education but also enhances its depth and vibrancy.
We have positioned artificial intelligence (AI) as a key industry, recognising its potential for widespread application across various sectors, scenarios, products and services. AI serves as a core driver for industrial upgrading and transformation, and enhancing the overall economic competitiveness. Indeed, “AI+” has become one of our key strategies in recent years to attract global investments, encourage leading tech companies to list in Hong Kong, and accelerate the growth of the local startup ecosystem.

From providing robust support for basic research to promoting the commercialisation of research outcomes; from nurturing local startups to attracting cutting-edge global tech companies; and from accelerating the development of the Northern Metropolis to strengthening I&T collaboration with our sister cities in the Greater Bay Area – Hong Kong’s I&T development is guided by a concrete blueprint. We will remain focused on our goals and see this blueprint through to completion. I&T will also provide our young people with diverse and high-quality career opportunities, enabling them to realise their aspirations and dreams.
