Welcome to my website.

It is a great honour for me to serve the people of Hong Kong in the capacity of Financial Secretary.

Although my portfolio covers a broad range of economic issues, my mission essentially boils down to two things: (1) to help ensure that Hong Kong maintains its role as an international financial centre; and, (2) to improve living standards across all sectors of society.

While there may be many problems to overcome in achieving these goals, certain basic principles will guide our decision-making.

We will continue to adhere to the principle of “Big Market, Small Government”. We will seek to minimise government involvement in the economy and to provide businesses with world-class institutional infrastructure that they need to remain competitive in this era of rapid globalisation.

The management of Hong Kong’s fiscal resources will continue to be based on the policy of “living within our means” by keeping government expenditure in line with the trend growth rate of the economy. We will care for the less fortunate, invest heavily in education and training, promote job creation, and provide infrastructure of the highest standard to our citizens.
